HPD Issued Hot Water Violations for Tenant's Apartment

Tenant complained of insufficient hot water in his apartment. The DRA ruled for tenant. Landlord appealed and lost. Landlord claimed that tenant had not paid rent in over a year and that tenant caused other conditions in the apartment requiring repair. The DHCR said the HPD had issued two violations for inadequate hot water in tenant's apartment. Landlord's other claims were not relevant to the question of whether hot water was provided.
