HPD Denies Landlord's Request for Certificate of No Harassment

HPD's decision was proper. After a hearing, the ALJ found that landlord had in fact harassed several tenants during the 36 months before landlord filed for the certificate. There were leaks, lead paint, and mold conditions in several findings, and HPD found the tenant witnesses credible.
