HPD Bedbug Violation Resulted in DHCR Rent Reduction

Rent-stabilized tenant complained of a bedbug infestation and vermin issues in her apartment. In response, landlord said that tenant received monthly extermination services at the building. The DHCR scheduled an apartment inspection. Tenant didn't grant access on the inspection day, but HPD's database showed that there was an outstanding violation based on vermin, so the DRA ruled for tenant. Landlord appealed and lost. With her PAR, landlord submitted a Certification of Corrections of Violation filed with HPD, along with an invoice and work order for bedbug service.
