HPD Bedbug Violation on Record

Rent-stabilized tenant complained of a reduction in services based on bedbugs in his apartment. The DRA ruled against tenant, who appealed and won. The DRA misread HPD violation records in finding no service reduction. HPD records in fact showed an open bedbug violation at the time of tenant’s complaint  The DHCR ruled for tenant and reduced his rent.
