Hot Water Provided

Tenant complained of a reduction in services based on a lack of hot water. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord, and tenant appealed. Tenant claimed that hot water hadn't been restored. The DHCR ruled for tenant in part. Hot water was restored. But the effective date of the rent restoration shouldn't be July 1, 2002, because an inspection showed it wasn't restored until March 31, 2003. So the effective date of the rent restoration was April 1, 2003.
