Holes in Building Wall

DOB issued a violation notice to landlord for not maintaining a building's exterior wall. There were a number of holes in the building's side wall. Landlord claimed that the wall in question belonged to the building next-door, which had been torn down. Landlord said it wasn't responsible for the holes because the wall wasn't a party wall. The ALJ ruled against landlord and fined it $625. Landlord appealed. The ECB found that landlord didn't offer enough proof that the wall wasn't a party wall. Landlord's appeal was dismissed.
