Heat Provided to Kitchen

Tenant complained of a reduction in services based on a defective kitchen heat pipe. The DRA ruled for tenant and reduced her rent. Landlord appealed. The DRA's inspection showed that the outside temperature was 42 degrees and the kitchen temperature was 75 degrees. And, as stated in tenant's letter to the DRA, tenant didn't grant landlord access to repair the heat pipe because she wanted the inspector to see the condition first. The DHCR ruled for landlord. Tenant had adequate heat, and her refusal to give access was unreasonable.
