Harassment Finding Upheld

Tenants of three rent-stabilized apartments complained of harassment. After a hearing, the DHCR found that landlord had harassed tenants, and imposed fines. Landlord appealed, and the court ruled for the DHCR. There was sufficient proof to support the DHCR's finding, and the penalty imposed wasn't excessive.
