Handwritten List Isn't Sufficient Proof

Tenant complained of a rent overcharge. The DRA ruled for tenant because landlord didn't submit a complete rent history, and landlord appealed. Landlord had in fact submitted a complete rent history to the DRA. Landlord also claimed that new equipment had been installed in tenant's apartment before she moved in, warranting a $22 monthly rent increase. But landlord's proof of the cost of the equipment was insufficient. A handwritten list of the new items and their cost, without some independent documentation such as cancelled checks or an invoice, isn't acceptable
