Hand Railing and Gate Don't Qualify as MCIs

Landlord applied for for MCI rent hikes based on installation of hand railing for building steps and a gate for the basement. The DRA ruled against landlord, who appealed and lost. These items didn't qualify as major capital improvements, and the DRA properly denied landlord's application.
