Hallway Radiators Removed

Tenants complained of a decrease in building-wide services. Among other things, they claimed there was inadequate heat and hot water. An inspection showed that radiators had been removed from the building hallways. But, on the two inspection dates, it was too warm outside for heat to be required. Hot water was provided. The DRA ruled for tenants, based on the missing radiators. Landlord appealed, claiming that the hallway radiators weren't needed because adequate heat still came up through risers. The DHCR ruled for landlord. There was no actual finding of inadequate heat.
