Hall Floor Defects Not Minor

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Landlord appealed. One of the conditions on which the rent reductions were based was that the hallway flooring showed cracking with holes. Landlord claimed that this was a minor condition not warranting a rent reduction. The DHCR ruled against landlord. This wasn't a minor condition under DHCR guidelines.
