Granddaughter Can't Get Tenant's Apartment

Tenant’s granddaughter sought remaining family-member succession rights to tenant’s apartment after tenant died. NYCHA ruled against the granddaughter, who appealed and lost. NYCHA’s decision was supported by substantial evidence. Tenant’s granddaughter had prepared tenant’s income affidavits, which listed tenant as the only apartment occupant. The granddaughter also was aware of but disregarded NYCHA's requirement that she obtain written permission to live in the apartment.
