General Contractor's Costs Disallowed

Landlord applied for MCI rent hikes based on a new intercom and pointing and waterproofing. The DRA ruled for landlord in part but disallowed any rent hike for the cost of a general contractor. Landlord appealed and lost. Landlord had a relationship with its contractor, and there was duplication of a number of supervisory and administrative tasks.
