Tenant complained of a reduction in services. She claimed that the gas was shut off for a month. Landlord admitted that this was true. But landlord explained that, to make repairs after an apartment fire, it had to turn off the gas in an entire line of apartments. The repairs were made within a week, but the gas couldn't be turned back on until a city inspector approved the plumbing work. Landlord documented the work done and the late approval. The gas was restored by the time the DRA decided tenant's complaint. The DRA ruled against tenant, and tenant appealed.
