Garage Space Not Required

Rent-stabilized tenant complained of a reduction in building-wide services. He claimed that landlord denied him the opportunity to use a garage space in the building. The DRA ruled against tenant, finding no decrease in services. Tenant appealed and lost. Required services are those services that landlord was required to maintain on the base date. But landlord had never provided a garage space to tenant. So landlord wasn't required to provide garage service to tenant.
