Freedom from Street Noise Not Required

Tenant asked the DHCR if he could get a rent cut based on considerable street noise from car alarms, car stereos, and people talking outside his building. In an opinion letter, the DHCR said no. Freedom from street noise isn't a required service as defined in the Rent Stabilization Code. Noise would be a basis for complaint to the DHCR only if it was caused or allowed to be caused by landlord.
