Foul Odor in Elevator Cab

Tenant complained of a reduction in services based on inadequate janitor services. The DRA ruled for tenant. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord. Landlord appealed and lost. An inspection conducted after landlord applied for rent restoration found janitor service still lacking. The inspector reported that there was a foul odor in the elevator cab. Even if landlord provided regular porter service, it clearly wasn't enough to keep the building clean.
