Floor Varnishing Not Required

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord appealed. Among other things, landlord argued that floor varnishing wasn't a required service and tenant's rent shouldn't have been reduced on that basis. The DHCR ruled for landlord. Floor varnishing is a housekeeping item and isn't a required service.
