Floor Damage Not Minor Condition

Rent-stabilized tenant complained of a reduction in services based on defective floors. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that the floor condition was minor and was fixed on the same day that the DHCR inspected the apartment. But the floor was in need of repair. Some areas of floor boards were damaged and needed repair. Required services weren't being maintained, and the rent reduction was appropriate.
