Floor Covering Removed from Stairs

Tenant complained of a reduction in services. The DRA ruled for tenant based on a finding that the hallway stairs weren't being maintained. Landlord appealed and lost. An inspection showed that the floor covering had been removed from the second- to third-floor stairs, and from the landing of the second floor. Landlord claimed that no covering was there when he bought the building. But carpeting was elsewhere on the staircase, and the inspector noted that carpeting had been removed.
