Fire Doors Not Required Below Fourth Floor

Tenants complained of a reduction in building-wide services. Among other things, they claimed that some apartments didn't have fire doors. The DRA ruled for tenants and reduced their rents. Landlord appealed, pointing out that Housing Maintenance Code section 27-2044 doesn't require fire doors for apartments below the fourth floor unless those apartments are refurbished. The DHCR ruled for landlord. The inspection report didn't say that any refurbished apartments or any apartments located above the third floor lacked fire doors.
