Final Notice Sent to Landlord

Tenant got a judgment against landlord after the DHCR issued a rent overcharge order. Landlord asked the court to revoke the order. The court refused, and landlord appealed. The appeals court noted that landlord was the registered owner under DHCR records and that the DHCR had sent landlord a final notice before the overcharge order was issued. If there was a mistake as to ownership, landlord should have notified the DHCR then. Landlord's appeal was dismissed.
