Landlord applied for an MCI rent hike based on a facade restoration. The DRA ruled for landlord. Tenants appealed, claiming that the facade work was merely repair and that there was no restucco on the west wall but merely spray paint. The DHCR ruled against tenants. Landlord submitted sufficient proof that the facade work included comprehensive pointing and waterproofing, and the west wall received a new stucco finish. It wasn't simply painted.
