Exterminator Not Present at No-Access Inspection

Tenant complained of a reduction in services based on mice in his apartment. Landlord claimed that tenant had refused to give access for repairs. The DRA ruled for tenant. Landlord appealed and lost. The DRA had scheduled a no-access inspection after landlord claimed that tenant refused to give access. The DHCR's inspector found mouse droppings in tenant's kitchen. But landlord didn't bring an exterminator to the no-access inspection. Landlords are supposed to be prepared to correct conditions at these inspections.
