Exterior Renovation Work Didn't Qualify

Landlord applied for MCI rent hikes based on exterior renovations including pointing and waterproofing, coping, masonry, parapets, lintels, chimney masonry, bulkhead roof, doors, and intercom and emergency light. The DRA ruled against landlord based on landlord's failure to submit a contractor's statement for pointing, a response to tenants' comments, and information regarding the chimney work. Landlord appealed and lost. A building-wide comprehensive exterior renovation qualifies as an MCI.
