Exposed Wiring in Hallways

Tenants complained of a reduction in building-wide services based on exposed telephone wiring in the hallways. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that the wiring, as installed, was legal and a maintained service, that the condition was minor, and that a DHCR inspection found no hazard. The DHCR ruled against landlord. The condition wasn't minor and was a reduction in required services. Exposed wires were found in nine locations in the building and required voltage to work.
