Expired Registration

DEP issued a violation notice to landlord for operating a boiler with an expired registration. Landlord had bought the building in 1992 and claimed it didn't know that boiler registration was required. Notice of the expired registration had been sent to prior landlord. And landlord hadn't intended to violate the law. The ALJ ruled against landlord and fined it $265. Landlord appealed and lost. Ignorance of the law is no defense, and it didn't matter what landlord's intent was. Also, the boiler expiration notice wasn't a legal requirement. DEP sent it as a courtesy.
