Entrance Door Needn't Be Locked

Tenants complained of a reduction in service. They claimed that the building's front door wasn't locked or secure. The DRA cut tenants' rents, and landlord appealed. Landlord pointed out that the DHCR's inspection showed that the entrance door wasn't self-closing or self-locking, but that the inner vestibule door was self-closing and self-locking and was in fact closed and locked at the time of inspection. Under this double-door system, visitors could enter the first door to the vestibule to ring the intercom; the second door remained locked at all times.
