Elevator Service Restored

Tenant complained of a reduction in building-wide services. The DRA ruled for tenant and reduced his rent, based on an elevator leveling deficiency. Landlord later applied for rent restoration based on the restoration of service. The DRA ruled for landlord. Tenant appealed and lost. DHCR inspection showed that the elevator ascended and descended with no defects, and leveled at each floor. The DRA properly determined that landlord had restored elevator service.
