Elevator Defect Is Minor

Tenants complained of a reduction in building-wide services based on elevator problems. The DRA ruled against tenants, finding that the elevators were operating properly. Tenants appealed and lost. A DRA inspection had shown that all four elevators were operating properly except for a minor leveling problem with one elevator. This minor condition didn't warrant a rent reduction.
