Elevator Being Renovated

Tenant complained of a reduction in building-wide services. The DRA ruled against tenant. He appealed, claiming that the elevator kept breaking down and that landlord admitted there were problems. The DHCR ruled against tenant. The DHCR's inspector found that one passenger elevator was working properly. Landlord had posted a letter saying that the other passenger elevator was under renovation and that tenants could use the service elevator in the meantime. At the time of the inspection, the service elevator was working.
