Electronic Access to Tenants' Checking Accounts

Landlord asked the DHCR if it could require new rent-stabilized tenants to pay rent through electronic access to tenants' checking accounts. Existing tenants didn't do so, but landlord sometimes had difficulty collecting rent due. In an opinion letter, the DHCR said no. Accepting conventional methods of payment, such as check, cash, or money order, is a required service.
