Electricity Included in Section 8 Tenant's Rent

Section 8 tenant sued landlord to get her electricity restored. Landlord and tenant lived in a two-family house, and electricity was included in tenant's rent. Tenant's electricity had been terminated for nonpayment. Landlord restored the electricity by letting tenant share landlord's meter, but later disconnected the hookup. The court ruled for tenant and ordered landlord to restore tenant's electricity without illegally sharing meters.
