Electrical Inspection Certificate Submitted on Appeal

The DRA denied landlord's application because landlord didn't submit the required certificate of electrical inspection. Landlord appealed, claiming that it had responded to the DRA's request for the certificate by notifying the DRA that the city hadn't yet issued it. In the meantime, landlord got the certificate and submitted it with its PAR.
