Senior citizen tenants sued the City of New York, claiming that under the Senior Citizen Rent Increase Exemption (SCRIE) program, their rents should be frozen on the date they first became eligible for SCRIE, not on the date they first applied for SCRIE orders. The court ruled for tenants. The SCRIE program was intended to lessen the burdens of low-income senior citizens by freezing their monthly rents at one third of their income. And the law itself defines tenants' eligibility date as the date on which tenant first met stipulated requirements for SCRIE.
