Tenant complained of reduced services based on a number of conditions in her apartment. Landlord sent workers to make repairs, and tenant signed off on work orders that the work was done satisfac-torily. When a DHCR inspector came, tenant complained that some repairs weren't made. An inspection showed that there were still problems with tenant's stove. The DRA reduced tenant's rent effective the first rent payment date after notice of tenant's complaint was sent to landlord. Landlord appealed. Landlord thought all repairs were complete because tenant had signed the work orders.
