Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no overcharge during the four-year period preceding tenant's complaint in January 1993. Tenant appealed. Tenant moved into the apartment in 1989. Landlord didn't file 1987 and 1988 registrations until 1991, and landlord didn't serve annual rent registration statements on tenant at any time. The DHCR ruled for tenant. The review period for possible rent overcharge went back to April 1, 1984, the date of the initial registration, given landlord's failure to file and serve subsequent registration statements.
