Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord. An inspection showed that the grillwork on the stairway balustrades was dusty. Landlord appealed, claiming that this was a minor condition and that it wasn't a condition that tenant had complained about. The DHCR ruled against landlord. The grillwork was coated with a heavy layer of plaster dust.
