DRA Misread Inspector's Report

Tenant complained of reduced services, claiming that landlord hadn't repaired bathroom wall tiles that had fallen off. The DHCR inspector's report stated that the floor and tiles in front of the sink were cracked, and that there was a crack around the tub and behind the toilet. The DRA cut tenant's rent, and landlord appealed. Landlord argued that tenant had complained about bathroom wall tiles, which landlord had fixed. The DHCR revoked the rent cut. The DRA had misread the inspector's report---it contained no mention of the defective bathroom wall tiles.
