DRA Improperly Expanded Effect of Order

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. The DRA later modified the order by adding additional tenants to the list of those receiving rent reductions. Landlord appealed, claiming that this was improper. The DHCR ruled for landlord. There was no basis for the DRA to expand the effect of the rent reduction order to include numerous additional tenants whose apartments weren't found during inspections to have had inadequate hot water.
