DRA Didn't Consider Evidence in Pending Court Case

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, repeating a claim it had made to the DRA. There was a pending court case in which a judge ruled that landlord couldn't have access to tenant's apartment until a decision was issued in that case. So landlord was barred from entering tenant's apartment to make repairs and couldn't respond to tenant's reduction in services complaint. The DHCR ruled for landlord and revoked the rent reduction. In the other case, tenant had agreed that she didn't want the repair work done.
