Downstream Future Gas Connections Created Immediate Hazard

DOB issued a violation notice to landlord for future gas connections existing downstream of an appliance. DOB's inspector stated that he saw the future gas connections in the building cellar and that the gas piping wasn't labeled as required by Fuel Gas Code Section 401.5. Landlord's plumber testified that the downstream gas connections had existed since the building was built years earlier. The ALJ ruled against landlord and fined it $1,000. Landlord appealed and lost. The 2008 Fuel Gas Code Section 408.2 outlawed downstream future gas connections. Landlord appealed and lost.
