Landlord applied for MCI rent hikes based on rewiring. The DRA ruled against landlord. Landlord appealed and lost. To qualify as an MCI, rewiring or electrical upgrading must include installation of new electric service to the building, new copper risers and feeders to every apartment with 220 volts to support air conditioner circuits and outlets, as well as two double outlets in the kitchen to support heavy-duty appliances. Landlord didn't install the double outlets in the kitchens, so the work didn't qualify as an MCI.
