DOS Attempted to Serve Super

DOS issued a violation notice to landlord for having a dirty area in front of the building. Landlord claimed no violation notice was attached to the building or was otherwise received. The ALJ ruled against landlord and fined him $50. Landlord appealed, claiming that the super was in the building when the DOS inspector supposedly served the violation but that the super wasn't served. ECB ruled against landlord. The inspector signed a sworn statement that he rang the super's bell, there was no answer, and he then affixed the violation notice to the building. This was proper procedure.
