Doorway/Hall Area Needed Cleaning

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents based on a finding of inadequate janitorial service of the doorway/hall area. Landlord appealed and won. The inspector had noted that there was adequate janitorial service but that the doorway/hall area needed cleaning. This was a ''de minimus'' condition and didn't call for a rent reduction.
