Landlord applied for MCI rent hikes for the installation of windows and vinyl siding. The DRA ruled for landlord, but disallowed some portion of the claimed costs. Landlord appealed, claiming that it should be allowed an increase for the cost of a door installed at the time the other work was done. But landlord didn't mention the door in its MCI application. And the description by landlord's contractor of the work done didn't mention any door. So landlord couldn't include the door's cost in the MCI rent hike.
