Documentation Didn't Show What Labor Was Performed

Tenant complained of a rent overcharge. The DRA ruled for tenant and ordered a rent refund. Landlord appealed. Landlord claimed that the DRA incorrectly disallowed the cost of 1/40th apartment improvements in calculating the legal rent. The DHCR ruled against landlord. Landlord had claimed that part of the cost was for labor. The DRA had asked landlord for a cost breakdown, including a description of exactly what labor had been performed. Landlord didn't submit further information to the DRA. So the costs were properly disallowed in the rent calculation.
