DOB Inspector Didn't Cause Elevator Malfunction

DOB issued a violation notice to landlord for a nonworking elevator. Landlord claimed that DOB's inspector caused the problem when he tested the elevator. The ALJ ruled against landlord and fined it $1,000. Landlord appealed and lost. DOB's inspector responded to a complaint of a nonworking elevator. When he arrived, he waited 10 minutes for the elevator in the lobby, and tried calling the elevator from another floor as well. The super then took him to the motor room in the basement, where he used a test wire. Landlord claimed that this short-circuited the elevator.
