Discontinuing Package Receiving

Tenant complained of a reduction in services. He said that landlord had discontinued a package-receiving service at the building. The DRA ruled for tenant. Landlord appealed, claiming that this wasn't a required service. Building staff previously held delivered packages as an accommodation to tenants who signed a waiver saying they wouldn't hold landlord responsible for lost packages. The DHCR ruled against landlord, and landlord appealed. The case was sent back to the DHCR for reconsideration. The DHCR ruled that the case should go back to the DRA for more fact finding.
